The State Will Set Up A Blacklist Of Quality And Discredit Enterprises.

On January 11th, Premier Wen Jiabao chaired a State Council executive meeting to study and plan for further strengthening quality work.

The meeting held that the improvement of China's quality level still lags behind economic development, economic losses caused by quality problems such as products and engineering.

The meeting pointed out that quality is not only a manifestation of the core competitiveness of enterprises and industries, but also a manifestation of the degree of civilization of a country. Quality problems are not only about technology and management, but also about the rule of law and the integrity and morality.

To do a good job in quality work, we must start with strengthening the rule of law, implementing responsibilities, strengthening education and enhancing the quality consciousness of the whole society.

Eight measures

Quality credit information will be shared by multiple departments.

First, we must strictly control the main responsibility of the quality of enterprises.

The main person in charge of a company is primarily responsible for quality and safety.

Enterprises should establish and improve the quality management system, strict quality control, quality inspection and quantitative testing.

We must strictly enforce the system of reporting and emergency handling of major quality accidents, conscientiously fulfill the statutory obligations of quality guarantee responsibility and recall of defective products, and bear the liability for quality damage compensation in accordance with the law.

Two, we must strengthen quality and safety supervision.

To formulate and implement the catalogue of products under state key supervision.

We should strengthen the monitoring and analysis of quality and safety risks for key products, key industries and key areas.

Three, we must speed up the construction of quality rule of law.

We should severely crack down on illegal acts of quality, such as endangering public safety, personal health and life and property, and intensify the criminal judicial strike against quality violations.

Four, we must strengthen standardization, metrology, certification and accreditation, inspection and testing, and other quality basic work.

We should speed up the construction of the standard system and the inspection and testing technical support system and improve the inspection and testing ability.

Fifth, we must promote the construction of quality and integrity system.

Build quality credit information platform to achieve interoperability and sharing of quality credit information between banks, businesses, customs, taxation, industry and commerce, quality inspection, industry, insurance, statistics and so on.

We should improve the quality records and product quality credit information records, establish a "blacklist" of quality failure and disclose it to the public.

Six, we should vigorously implement the brand development strategy.

Seven, we must improve the quality work system and mechanism.

We should improve the responsibility of local governments and the responsibility of the regulatory authorities. Enterprises are the responsibility system of quality and safety for the first responsible persons. We should make full use of economic, legal and administrative means to maintain the quality and safety.
