Nantong is a well-known textile town in China. Textile industry is an important pillar industry and a characteristic rich industry. With a long history, solid foundation and complete categories, Nantong plays an important role in the economic development of our city. At the end of the 19th century, Mr. Zhang Jian, the number one scholar in the late Qing Dynasty, adhered to the ideal of "serving the country through industry", established Dasheng cotton mill and other textile enterprises in his hometown, which laid the foundation for the development of Nantong's textile industry and created the first modern national machine textile industry. Over the past 100 years, the city's textile industry output value ranks first in the country, the textile export volume ranks first in the province, and the employment population accounts for more than a quarter of the whole industry. There are more than 1000 high-end textile enterprises in the city, and 18 enterprises are among the top 500 textile and garment enterprises in China.
The dream of Nantong Textile Industry in the new era gives textile enterprises and textile workers more development opportunities and important historical responsibilities. The "opinions" issued this time have made clear three plans and five measures, focusing on ensuring the stability of employees' employment, promoting the transformation and upgrading of enterprises, promoting the sustainable development of the textile industry in the "post epidemic" period, and speeding up the construction of high-end textile industry in Nantong, etc., comprehensively deepen and promote the construction of the textile industry workers' team in Nantong. Through three years' efforts (2019-2021), the textile industry of the whole city has made great efforts More than 100000 people have been trained in various vocational skills.
The opinions put forward the work objectives from three aspects of on-the-job training, skill upgrading and craftsman cultivation, requiring the implementation of the post training plan for all staff in the textile industry, and strengthening the comprehensive training of various pre job training, safety skill training, on-the-job training, post skill upgrading training and general professional quality of textile industry employees. We will implement the plan to upgrade high-end textile industry skilled personnel, promote the construction of high-end textile skilled personnel training base, select and cultivate more than two municipal level textile industry skilled personnel training demonstration bases with radiation leading role, two colleges and universities of textile industry skilled personnel training demonstration occupation (technician), and more than 10 Municipal demonstration enterprises of industry education integration in textile industry. We will implement the training plan for traditional craftsmen in the textile industry and the training of talents with short supply of smart textile skills. The cultivation of traditional craftsmen in the textile industry will be included in the local talent cultivation plan. We will give full play to the role of craft masters and skilled masters in "helping and guiding", and promote the construction of more than 10 skilled master studios and 20 labor model innovation studios.
According to the opinions, various training carriers, such as the main role of enterprise training and the basic training role of Vocational Colleges (including technical colleges), should be brought into play to jointly implement vocational skills training, create school enterprise cooperation demonstration projects, and build a number of practice and training bases integrating practical teaching, social training and technical services. We will reform and improve the evaluation system for skilled personnel, and promote the reform of diversified evaluation systems for skilled personnel in the textile industry, such as vocational qualification evaluation, vocational skill level identification, and special professional ability assessment. We should strengthen the construction of basic service capacity, promote the construction of "double qualification system" in vocational colleges, promote the "Internet + vocational training", increase the "dream action" of textile industry workers, and encourage front-line workers to improve their academic qualifications. Promote scientific and technological innovation of employees, explore the establishment of cross enterprise industrial "model worker Innovation Studio" cluster innovation mechanism, and gather personal wisdom into industry think tank.
In addition, in order to ensure effective implementation of the vocational skills improvement action for textile industry workers, the opinions stipulates that during the implementation of the textile industry vocational skills promotion action, enterprises, training institutions and employees shall enjoy relevant subsidies in accordance with the provisions.
