At the beginning of the financial crisis, the trade associations actively appealed to the State Council to respond to the situation of textile enterprises and industries, and called on the ministries and departments concerned to face the difficulties faced by the textile enterprises.

We also organized a group of experts to conduct detailed, in-depth and comprehensive research on different types of enterprises, regions and industrial clusters.

It provides a lot of scientific and practical basis for the decision of the State Council and the relevant ministries and commissions and the introduction of the plan.

In February 2009, the trade associations re organized 43 groups and more than 110 people, led by the association leaders, and conducted on-the-spot investigation of the relevant industries in 145 textile industrial cluster areas of 18 provinces (municipalities and districts), and understood the production and operation status and pre development period of textile and garment enterprises since 2009, the implementation of the state's policies to support the textile industry, and the plan and arrangement for the development planning of industrial clusters.

The 145 textile industrial clusters have 170 thousand textile enterprises, accounting for about 40% of the total industry, total industrial output value of more than 14000 billion yuan, total profit of 63 billion yuan, total assets of 860 billion yuan, 8 million employees of the total number of workers, and the total industrial output value and the number of workers and staff accounts for about 40% of the national textile industry, of which cotton textile production capacity accounts for more than 30%, chemical fiber production accounts for more than 60%, garment production accounts for more than 70%, and sweater occupies more than 70%.

The research groups widely listened to the opinions of local government departments, industry associations and enterprises, collected a lot of first-hand information and data, basically grasped the main problems and urgent policy support faced by enterprises, and fully understood the methods and experiences of various regions in supporting the development of small and medium-sized textile and garment enterprises.

Since 2008, the export demand has shrunk due to the financial crisis. The export of textile industry has been seriously declining, and the difficulties of export enterprises have intensified.

In order to prevent the ups and downs of the industry from affecting the social stability, the textile industry association has submitted many reports to the State Council, the national development and Reform Commission and the Ministry of industry and information technology on the basis of full investigation and study. It reflects the reality of the industry's exports and the real demands of the export enterprises. It suggests that the export rebate rate of textile and clothing should be raised, which has been highly valued and supported by the leadership of the State Council and the relevant departments. In August 2008, November 2008 and February 2009 and April 2009, the export rebate rate of textile and clothing increased from 11% to 16%, reflecting the state's concern and support for the textile industry, greatly enhancing the confidence of the whole industry in coping with the financial crisis, and playing a positive role in relieving the export pressure of the industry, relieving the export pressure of the industry, stabilizing the international market and social employment.

In 2009, the trade associations conducted mid-term inspection on the 3 projects of the "11th Five-Year" National Science and technology support plan, "new technologies for environmental friendly textile dyeing and finishing", "new non cotton fiber processing key technologies" and "high-grade functional textile material processing key technologies". The key technologies of new non cotton cellulose fibers were breakthroughs, and the economic, social and environmental benefits of the new environmentally friendly textile dyeing and printing technologies were significant. The implementation of key technologies for functional textile material processing also achieved good economic benefits.

In 2009, the trade association organized and completed the three projects and projects of the 11th Five-Year National Science and technology support program "new functional polyester fiber development and industrialization", "cotton fabric water saving and emission reduction printing and dyeing technology", "embedded composite spinning key technology research and application demonstration" and so on.

Among them, the implementation of the "key technology research and application demonstration of embedded composite spinning" project will form a batch of spinning technology and equipment with independent intellectual property rights, so as to realize the low grade raw material spinning high count yarn. Its popularization and application will effectively utilize resources, save raw material costs, expand the development of new products and enhance the competitiveness of the industry.
