Deng Haihua, spokesman of the Ministry of health, made a statement today when he answered a reporter's question.


The Ministry of health held a regular press conference on the morning of 10. There was a reporter's question: now there are rumors that a wholly foreign-owned hospital is likely to be approved in the near future. Is there a timetable?


Deng Haihua said that foreign investment in China's medical and health field began in the 80s of last century. After China joined the World Trade Organization in 2001, it promised to allow foreign service providers and the Chinese side to set up joint venture cooperative medical institutions.

The Ministry of health and the former Ministry of foreign trade and economic cooperation promulgated the Interim Measures for the management of Sino foreign joint venture cooperative medical institutions in 2000.

In order to further expand the opening up of medical institutions, in accordance with the relevant regulations of the state, the service providers in Hong Kong, Macao and Taiwan enjoy preferential policies in the mainland (mainland). At present, according to the supplementary agreement on the establishment of closer trade relations arrangements signed by the mainland and Hongkong and Macao, seven service providers in Hongkong and Macao are allowed to set up hospitals in the form of sole proprietorship in Shanghai, Chongqing, Guangdong, Fujian and Hainan provinces, allowing Hongkong and Macao service providers to establish wholly-owned, joint venture and cooperative sanatorium in the province to provide medical services.


He also said that this year,

Signed the "framework agreement on economic cooperation across the Straits", allowing Taiwan service providers to establish hospitals in the form of sole proprietorship in Shanghai, Jiangsu, Guangdong, Fujian and Hainan provinces.

The above two regulations have been implemented since January 1, 2011.

In accordance with the general spirit of medical reform, we should strengthen social forces to set up medical and health services. The establishment of sole proprietorship institutions by Hong Kong, Macao and Taiwan service providers can be regarded as a pilot project, and relevant departments are studying and formulating policies.
