In January 16th, Ministry of Commerce Press spokesman Shen Danyang said that in 2013, a total of 19 countries and regions launched a trade relief survey to China, a total of 92, an increase of 17.9% over 2012. From the number of cases initiated, the growth rate is relatively fast. Among them, there were 71 anti-dumping investigations, 14 against countervailing investigations, and 7 from safeguards.

In addition, the United States launched 19 "337" surveys against China, an increase of 1 over the 18 in 2012. In addition to the substantial increase in filing rates in developed economies, new industrial countries and developing countries are also on the rise. Among them, the data should be based on the WTO's announcement. Compared with the data obtained at present, China will be the most frequently encountered anti-dumping investigation for 18 consecutive years, and China is still the biggest victim of trade protectionism in 8 consecutive years.

In recent years, especially international finance Since the outbreak of the crisis, the pace of economic recovery has been slow in some countries, the concept of free trade has been weakened and trade protectionism has been heating up. At the same time, because the layout of China's foreign trade export market is not balanced enough, the competition between export products and developed countries and developing countries is increasing to varying degrees, which easily leads to trade friction.

On the whole, trade friction It is the accompanying phenomenon of China becoming the second largest economy and the largest exporter in the world. It has certain inevitability, long-term and complexity. Our work has two main aspects. On the one hand, it is to deal with the protection of foreign trade, on the other hand, it is protecting the industry of our country. In terms of frictional response, last year, China effectively responded to a number of major cases involving large scale and wide scope of impact, such as China EU photovoltaic trade friction, and protected the export market share of enterprises.

The early warning mechanism of trade friction has been strengthened, and the work of public information service and trade remedy knowledge popularization has been significantly strengthened. Properly applying the dispute settlement mechanism of WTO to safeguard the legitimate interests of Chinese enterprises, many cases have achieved satisfactory results last year. Through dialogue, consultation and control of differences, we should play the role of trade relief consultation mechanism with major trading partners, and strive to maintain a stable trade environment with developing countries. It has strengthened the legal and technical guidance services to enterprises, supported Chinese enterprises to protect their rights by law, and supported relevant business associations and foreign trade exchanges.

In view of unfair competition of imported products, trade remedy investigation is carried out to safeguard industrial safety and legitimate rights and interests of enterprises. Last year, China launched 11 anti-dumping investigations, involving 6 imported products and 1 anti subsidy investigations, involving 1 kinds of imported products.
