It is reported that since the beginning of January this year, Xinjiang has welcomed a wave of investment in textile and garment enterprises.

That makes investment overheating a concern for the industry.

The state has given the "two steps" strategy to Xinjiang's future industrial development: the first step, by 2017, the cotton spinning capacity reached 12 million spindles (including air spinning), the cotton in situ conversion rate was 20%; the second step, from 2018 to 2020, the cotton spinning capacity reached 18 million spindles (including air spinning), and the cotton in situ conversion rate remained at about 26%.

However, according to the current industrial development and investment situation, Xinjiang Economic Commission official said in an interview with the media, "by the end of 2014, Xinjiang cotton spinning capacity was 7 million 600 thousand spindles.

According to statistics, in the first half of 2015, the newly built cotton spinning spindles had 5 million 820 thousand spindles, and 4 million 120 thousand ingots could be put into operation in the year, and the investment has been calculated. It is estimated that the production capacity of 18 million spindles will be achieved in 2016 to 2017 years.

If we really follow the speed mentioned above, the Xinjiang cotton spinning industry's 18 million spindles production target in 2020 will basically be achieved in the first stage of 2017, much faster than the national development plan.

Of course, it is reasonable for the local government of Xinjiang to hope to achieve the development goals proposed by the state at an early date.

However, early realization of hope does not mean rashly - completing the whole plan in half the time.

I am afraid that such a rapid pace of development will hide a series of problems, such as sacrificing quality and efficiency.

China's economic development has entered a new normal. Industrial development has also entered the stage of pursuing quality instead of speed. The development mode of speed up should be eliminated. However, judging from the current development, this short and fast development idea still remains in some places.

Take another policy put forward by the government, such as "public entrepreneurship and universal innovation" as an example, entrepreneurship has indeed become a trend in the society. However, compared with the growth of entrepreneurs, the "creation space" for entrepreneurs to provide services seems to be a big hit.

After all, Xinjiang's cotton textile industry is facing the problems of high labor cost, low production efficiency, far away from the main selling market, high pportation cost and lagging development of supporting industries, and has not turned the existing advantages into industrial advantages.
