Us Releases $300 Billion Tax Product Third Batches Exclusion List

In March 25, 2020, the United States Trade Representative Office (USTR) announced the third batch of product exclusionary announcements under the list of 300 billion tariff products, involving 12 excluded products, including medical ice bags, plastic bags and other products, including 3 types of textile and clothing products. The excluded products will no longer be subject to a 7.5% tariff when they export to the United States. The validity of the excluded products specified in this notice is from September 1, 2019 to September 1, 2020.

In August 20, 2019, the US Trade Representative Office (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional duties of the products listed in the action list A came into effect on September 1, 2019. In August 30, 2019, USTR decided to raise the additional tax rate from 10% to 15%. In January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. Listing B has not yet been introduced.

The description and HS code of textile and apparel products excluded are as follows:

1) 6506.10.3045: completely excluded, reinforced or laminated plastic, sports, entertainment and sports headwear;

2) 6307.90.9889: ice bags made of textile materials for the treatment of injuries or soreness, each bag can be reloaded.

3) 6307.90.9889: identification wristband made of textile material, each wristband has a blank panel.
