Special Treatment Of Over Packaging Of Express Delivery Started In April To Refuse Waste Pollution

According to the State Post Office, in April, the State Post Office will officially launch the special treatment of excessive packaging, strive to use a year to effectively curb illegal behaviors such as excessive packaging, and initially build a long-term working mechanism to prevent excessive packaging.

The postal administration department will issue the industry standard of "requirements for restricting excessive packaging in express delivery industry", and further refine the identification basis of excessive packaging in combination with the actual situation of the industry.

It is understood that in 2020, China's express business volume will exceed 83 billion. The non environmental protection problems in express packaging are mainly manifested in the over packaging of packages, the non environmental protection of materials used, and the non recycling of packaging materials.

On March 12, the "management measures for packaging of express mail" issued by the Ministry of transport was officially implemented.

The measures for the management of mail express packaging clearly defines the requirements and principles for the selection of packaging materials, and stipulates that the delivery enterprises shall strictly implement the packaging management system, purchase and use the packaging materials conforming to the national regulations, give priority to the reusable and recyclable packaging materials, optimize the packaging of mail express and reduce the use of packaging materials.

In view of the substitution of disposable plastic products, the content of heavy metals in packaging materials and the control of benzene solvent residues, the measures clarify the corporate responsibility and strengthen source control.

It is understood that in 2021, the State Post Office will implement the "2582" project to carry out the special treatment of over packaging bags and excessive packaging of heavy metals and specific substances, strive to use 5 million recyclable express boxes (boxes) by the end of the year, and the rate of no secondary packaging of e-commerce express mails will reach 80%, and 20000 postal express outlets will be added with standard packaging waste recovery devices.

In terms of energy utilization rate, more energy and raw materials will be lost. If the waste cannot be recycled and treated in time, the packaging waste will cause serious environmental pollution.

From the perspective of economic benefits, it will also damage the interests of consumers. The costs (such as price, tax, recycling of packaging, etc.) caused by the use of packaging are ultimately borne by consumers.

From the perspective of market order, it will also destroy the market order and damage the social atmosphere of green development. If the excessive packaging of goods is not effectively curbed, the business focus of some enterprises will shift from the quality of goods to packaging, relying on packaging to attract customers and occupy the market. This means will cause other enterprises to follow suit, resulting in more and more serious phenomenon of over packaging and fall into a vicious circle.
