On April 25, the general office of the State Council issued Opinions on further releasing consumption potential and promoting sustained recovery of consumption From the point of view of promoting consumption systematically and comprehensively, it puts forward 20 key measures in five aspects, namely, making concerted efforts, giving consideration to the long-term and short-term, comprehensively implementing policies to release the consumption potential and promote the sustainable recovery of consumption.

To the people's governments of all provinces, autonomous regions and municipalities directly under the central government, all ministries and commissions under the State Council and organs directly under the State Council:
Consumption is the final demand, the key link and important engine to smooth the domestic large cycle, has a lasting driving force on the economy, and is related to the protection and improvement of people's livelihood. At present, affected by factors such as the new crown pneumonia epidemic, consumption, especially contact consumption, is recovering slowly, and small and medium-sized enterprises, individual businesses and service industries are facing more difficulties. In order to thoroughly implement Xi Jinping's thought of socialism with Chinese characteristics for a new era, fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, make concerted efforts, give consideration to the long-term and short-term, comprehensively implement policies, release the consumption potential, and promote the sustained recovery of consumption, with the consent of the State Council, the following opinions are put forward.
1. Respond to the impact of the epidemic and promote the orderly recovery and development of consumption
(1) focusing on the main body of the insurance market, we will increase efforts to help enterprises to relieve their difficulties. We will thoroughly implement the tax reduction, tax rebate and fee reduction policies to support manufacturing, small and micro businesses and individual businesses. We should promote the financial system to yield profits to the real economy by reducing interest rates and fees. We should guide financial institutions to optimize credit management, provide financing support to industrial enterprises seriously affected by the epidemic situation, and avoid industrial loan restriction, loan withdrawal and loan interruption. The implementation stage of unemployment insurance policy and unemployment insurance. For those enterprises that do not lay off less staff, we should implement the policy of returning unemployment insurance to stable posts. Clean up the unreasonable price increase in the process of transferring power supply. We should take effective measures to stop the illegal collection of fees, apportionment and fines. Encourage areas where conditions permit to carry out regular nucleic acid testing for employees free of charge in retail, catering and other industries, and give subsidies and support to enterprises for epidemic prevention and killing expenses. We will implement relief and support measures for such industries as catering, retail, tourism, civil aviation, highway, waterway and railway transportation. We should encourage local governments to increase assistance, support all regions to introduce tax and fee reduction measures in accordance with the law in light of actual conditions, implement policies such as preferential electricity use at different stages and postpone payment of endowment insurance premium for the extremely poor industries, and give appropriate assistance to small and micro enterprises and individual businesses in the service industry renting non-state-owned houses, so as to stabilize more consumers and service market players.
(2) ensuring the supply and price stability of basic consumer goods. According to the situation and needs of epidemic prevention and control, we should speed up the establishment and improvement of the security system of living materials and smooth the logistics channels of important living materials. In large and medium-sized cities, a number of suburban large warehouse bases integrating warehousing, sorting, processing, packaging and other functions are planned and constructed to ensure the timely transportation of living materials in the vicinity under emergency conditions, and effectively ensure the uninterrupted circulation of consumer goods. We will establish and improve the regulation mechanism for the collection, storage and throughput of important commodities, continue to do a good job in daily monitoring and dynamic regulation, and implement measures to ensure supply and price stability of grain, oil, meat, eggs, milk, fruits and vegetables, and bulk commodities.
(3) innovating consumption formats and models. To meet the needs of normalized epidemic prevention and control, promote new consumption, accelerate the organic integration of online and offline consumption, expand and upgrade information consumption, cultivate and expand smart products and smart retail, smart tourism, smart radio and television, smart pension, smart home economics, digital culture, intelligent sports, "Internet + medical health", "Internet + education" "Internet + home decoration" and other new consumption formats. We will strengthen the cross-border integration of business, culture, tourism, sports, health and transportation, and actively expand new scenes of immersive, experiential and interactive consumption. Orderly guide the standard development of network live broadcast. We will further develop the establishment of national e-commerce demonstration bases and demonstration enterprises. We will deepen cooperation between the East and the West in the service sector, vigorously implement consumption assistance, and help the central and western regions, especially the less developed regions, to enhance their development capacity and consumption level.
2. Comprehensive innovation and quality improvement to stabilize the basic consumption market

We will strengthen the construction of the quality, brand and standard of agricultural and manufacturing commodities, and promote the cultivation of varieties, quality improvement, brand building and standardized production. (5) strengthen the promotion of service consumption such as health care for the elderly. We will further develop multi-level and diversified medical and health services, actively develop traditional Chinese medicine and health care services, and promote the quality and upgrading of medical and health care consumption and protective equipment consumption. We will implement smart action to help the elderly, accelerate the transformation and development of intelligent products suitable for the elderly, develop tourism, health care, health consultation, life care, chronic disease management and other products and services suitable for the consumption of the elderly, and support the development of inter provincial cooperation in living and providing for the aged. We should accelerate the construction of inclusive care service system, support social forces to provide diversified and standardized care services, and guide market players to develop more safe and healthy domestic infant products.
(6) continue to expand cultural and tourism consumption. We will promote the inheritance and innovation of Chinese excellent traditional culture and promote the high-quality development of publishing, film, radio and television. We will vigorously develop all-round tourism, promote the innovative development of red tourism, leisure tourism, industrial tourism and tourism performance, and promote the development of intangible cultural heritage theme tourism. Organize and implement the action plan for the development of ice snow tourism. We will optimize and improve the epidemic prevention and control measures, guide parks, scenic spots, sports venues, cultural and sports venues to improve facilities and service conditions, and extend the opening hours in combination with the actual situation. Encourage urban agglomerations and metropolitan areas to develop cross regional cultural and tourism annual tickets and joint tickets. We will further promote the pilot demonstration of cultural and tourism consumption. We will actively implement the paid leave system and promote the rational distribution and balanced allocation of paid leave, statutory holidays and weekly holidays.
7. Vigorously develop green consumption. We should strengthen the people's awareness of saving, oppose extravagance, waste and excessive consumption, and form a simple, moderate, green and low-carbon lifestyle and consumption mode. Promote green organic food and agricultural products. Promote green travel, increase the proportion of urban bus and trolley bus and rail transit travel, and promote the electrification of public service vehicles. We should promote the large-scale development of green buildings, vigorously develop prefabricated buildings, actively promote green building materials, and accelerate the energy-saving transformation of buildings. Support the development of new energy vehicles. We will vigorously develop green home furnishings, and encourage consumers to replace or purchase green energy-saving appliances, environmental protection furniture and other household products. We should speed up the recycling of waste materials, such as household appliances and batteries, and promote the recycling of waste materials and vehicles into the city. We will promote the greening, reduction and recycling of commodity packaging and circulation. We will carry out pilot projects to promote green consumption. We will extensively carry out activities to create conservation oriented institutions, green families, green communities and green travel.
8. Fully tap the consumption potential of counties and townships. Establish and improve the county-level commercial system with county as the center, township as the focus and village as the foundation. We will further activate the resources of supply and marketing cooperatives, guide the extensive participation of social resources, and promote the sinking of channels and services. Encourage and guide large-scale business circulation enterprises, e-commerce platforms and modern service enterprises to extend to rural areas, and promote brand consumption and quality consumption into rural areas. Focus on automobiles and household appliances, guide enterprises to carry out sales promotion in rural areas, encourage new energy vehicles and green smart home appliances to go to the countryside in areas where conditions permit, and promote the construction of supporting facilities such as charging piles (stations). Improve the service environment and quality of rural tourism, leisure agriculture, cultural experience, health care, B & B economy and outdoor sports.
Third, improve the supporting system and constantly enhance the comprehensive ability of consumption development
(9) promote the healthy and sustainable development of consumption platform. We will accelerate the cultivation and construction of international consumption center cities. We will actively build a number of regional consumption centers, improve infrastructure and service environment, and enhance circulation efficiency and consumption carrying capacity. We will support regions that have the conditions to build foreign-related consumption zones in cooperation with foreign-related institutions, relying on free trade pilot zones, etc. All regions are encouraged to build a number of consumption gathering areas with perfect facilities, rich formats, healthy and green around the themes of Commerce, culture, tourism and sports, steadily and orderly promote the transformation and upgrading of existing pedestrian street facilities, and actively develop smart business districts. We will promote the construction of a quarter hour convenient life circle in the city and optimize the allocation of community living and consumption service complexes. China brand day and national consumption promotion month should be held at a high level. Support all regions to establish a mechanism to promote consumption normalization and cultivate a number of characteristic activity brands. China International Import Expo, China Import and export commodities fair, China International Trade in services fair and China International Consumer Goods Fair will continue to be well run. We will improve the policy of duty-free shops in the city and plan to build a number of duty-free shops with Chinese characteristics.
(10) speed up and improve the circulation system of consumer goods. To speed up the cross regional logistics system, and to further improve the cross regional logistics system. Support the intelligent express box (parcel box) and express service station into the community, and strengthen the construction of terminal links and supporting facilities. Accelerate the development of cold chain logistics, improve the national backbone cold chain logistics base facilities, and cultivate a number of professional fresh cold chain logistics leading enterprises. We will vigorously promote standardized refrigerated trucks, encourage enterprises to develop and apply the unit packaging suitable for fruits and vegetables and other agricultural products, and promote the realization of "no dumping" and "no dumping" in the whole process. Improve the inspection and quarantine system of imported cold chain food, accelerate the application of block chain technology in the construction of cold chain logistics intelligent monitoring and traceability system, promote the whole chain closed-loop traceability management, and improve the efficiency and safety level of food and drug circulation. In view of the imported epidemic situation that may be caused by imported goods, we should strictly investigate the entry, storage, processing, transportation, sales and other links, establish and improve the centralized supervision system for imported frozen products, and build up a defense line for external prevention of epidemic situation.
11. Increase employment income and increase consumption capacity. We should encourage entrepreneurship to promote employment, support the construction of various labor markets, talent markets and odd job markets, support the development of individual businesses, increase part-time employment opportunities, standardize the development of new forms of employment, and improve flexible employment, labor employment and social security policies. We will implement the project to improve the quality of employment services, strengthen employment assistance for people with difficulties, improve the vocational education system, carry out large-scale and multi-level vocational skills training, and increase the investment in inclusive human capital. We should solve the employment problems of college graduates and other young people. We will improve the wage determination, reasonable growth and payment security mechanism, steadily increase the wage income of workers, especially those of urban wage earners and migrant workers, and improve the mechanism for adjusting the minimum wage standard. We will continue to promote the development of rural rich people industries, implement and improve the policy of direct subsidies to farmers, and broaden channels for stable employment and continuous income increase of farmers in rural areas, especially in poverty-stricken areas.
12. Increase public consumption reasonably. We will improve the system of providing basic public services in permanent residences, and reasonably determine the security standards. We should closely follow the people's "urgent difficulties and worries" and expand the supply of inclusive non basic public services in a diversified way. We will improve the efficiency of public services such as education, medical care, old-age care and child care. We will improve the long-term rental housing policy and expand the supply of affordable rental housing. We will support depositors to draw housing accumulation fund for rental housing, and continue to support residents in old urban communities to withdraw housing accumulation fund for self housing renovation such as installing elevators. We should improve the basic living assistance system and the special relief system, actively develop service social assistance, and form a diversified comprehensive assistance mode of "material + service". We will implement a linkage mechanism linking social assistance and security standards with price increases.
4. Continue to deepen the reform and make every effort to create a safe and trustworthy consumption environment
(13) break down barriers restricting consumption. It is necessary to break down the barriers and barriers, simplify the procedures and procedures of different industries and regions, and promote the standardization and coordination of different industries and regions. We will steadily increase the number of automobile and other large-scale consumption. All regions shall not add new automobile purchase restriction measures. Regions that have already implemented the purchase restriction shall gradually increase the number of automobile increment indicators, relax the restrictions on the qualification of car buyers, encourage the regions with purchase restriction except some super large cities to implement the policy of differentiation of urban and suburban indicators, and regulate the use of automobiles through legal, economic and technological means, According to local conditions, we will gradually abolish the restrictions on the purchase of automobiles and other consumer goods and promote the transformation from purchase management to use management. Establish and improve the management mechanism of automobile refitting industry and accelerate the development of automobile aftermarket. We will completely abolish the policy of restricting the relocation of second-hand cars, and implement cross provincial general measures for the registration of small non operating second-hand cars. We will implement fine management on pickup trucks entering the city, and further relax the restrictions on pickup trucks entering cities.
14. Improve the consumption standard system. We should improve the quality standard system of consumer goods and vigorously promote product quality classification. We will improve the energy conservation and green manufacturing standard system, green product certification and identification system, and service standards in the fields of platform economy, cross-border e-commerce, tourism and vacation, catering, pension, cold chain logistics and other fields. We will promote the development of standards in the fields of fifth generation mobile communication (5g), Internet of things, cloud computing, artificial intelligence, blockchain, and big data, accelerate the pre research of technical standards such as ultra high definition video, interactive video, immersive video, cloud games, virtual reality, augmented reality, wearable, etc., and strengthen the connection and matching with relevant application standards.
(15) strengthen law enforcement and supervision in the field of consumption. We will thoroughly implement the fair competition policy, strengthen the law enforcement of anti-monopoly and anti unfair competition, accelerate the establishment and improvement of an all-round, multi-level and three-dimensional regulatory system, and prevent the disorderly expansion of capital. We will strengthen the supervision and punishment of illegal acts such as false propaganda, counterfeiting and confusion, making and selling fake goods, and short weight. We will comprehensively strengthen cross regional, cross departmental and whole process collaborative supervision, and compact the supervision responsibility of production, circulation, sales and other links. We should speed up the construction of consumer credit system, promote the classification and supervision of credit, organize and carry out demonstration activities of credit measurement, and implement punishment for breach of credit according to laws and regulations. We will strengthen price regulation, crack down on illegal activities such as low-cost dumping and price fraud, and strictly regulate the independent pricing of platform operators. We will continue to strengthen the supervision of the quality and safety of consumer goods, carry out statistical investigation on the qualified rate of consumer goods, and strengthen the supervision of recall of defective products. We will strengthen quality monitoring and evaluation in key service areas.
16. Comprehensively strengthen the protection of consumers' rights and interests. We will vigorously carry out activities to create assured consumption. We will improve the rules for protecting the rights and interests of consumers in the platform economy. We will continue to optimize and improve the national 12315 platform, give full play to the role of local 12345 government service convenient hotline, and further smooth the channels of consumer complaints and reports. Establish and improve the publicity system of complaint information. Further optimize the multi resolution mechanism of consumer disputes, and continuously improve the efficiency of online consumer dispute resolution mechanism. We should improve the public interest litigation system, explore the establishment of consumer class action system, and comprehensively implement the consumer dispute compensation in advance. Guide offline stores to actively carry out the promise of no reason return.
Fifth, strengthen safeguard measures to further consolidate the foundation for high-quality consumption development
(17) strengthening financial and tax support. We should make overall use of the existing financial fund channels to support the construction of consumption related infrastructure and service guarantee capacity. We will improve the government's green procurement standards and increase the procurement of green and low-carbon products. We will further reduce import tariffs on high-quality consumer goods closely related to people's lives and in great demand.
(18) optimizing financial services. We should guide banking institutions to actively develop Inclusive Finance, explore the use of real bank flow, third-party platform collection data, and booking and dispatching data as reference basis for the approval of non mortgage loans, and improve the availability of loans for small and medium-sized enterprises and consumers with good credit status. We will promote commercial banks, auto finance companies and consumer finance companies to improve their financial service capabilities. We should strengthen the incentive and restraint mechanism for county banks to serve "agriculture, rural areas and farmers", enrich rural consumer credit products and services, and increase financial support for rural commercial circulation and residents' consumption. Guide financial institutions to enrich large consumer financial products under the premise of controllable risk and sustainable business. Insurance companies are encouraged to provide insurance services in the consumer sector. Regulate the charging behavior of financial services involving small and medium-sized enterprises and individual businesses such as Internet platform.
( 19) Strengthen the guarantee of land and housing. Efforts should be made to economize, intensively and comprehensively utilize land and houses. Department stores and old factories that are difficult to operate are encouraged to be transformed into new consumption carriers. It is encouraged to provide land for express logistics enterprises by means of leasing and leasing. In order to meet the needs of small-scale land use for rural tourism, B & B, outdoor sports camp and related infrastructure construction, we should actively explore suitable land supply methods and encourage the integration and cluster construction of relevant facilities. We should optimize the lease management of state-owned property resources, appropriately extend the lease term, and better meet the demand for land and housing in supermarkets, convenience stores and other consumer places. To support the construction of idle houses and communities. Allow conditional communities to use the surrounding free land or designated specific space to develop the junk market orderly.
