It was pointed out at the meeting that promoting a new round of large-scale equipment renewal and consumer goods trade in is a major decision made by the CPC Central Committee with an eye to the overall situation of high-quality development in China. I remember that in 2009, 15 years ago, China also carried out the "old for new" action, but at that time, it was only limited to the old for new of household appliances and cars. This time, it involved a wide range, involving the manufacturing industry of large-scale equipment renewal. Therefore, this trade in action is not only a benefit project for the people, but also a benefit project for enterprises. For our manufacturing industry, the trade in action is also a very critical measure to achieve high-quality development and build a new development pattern.
   At present, the entire production process and equipment of China's manufacturing industry not only face the requirements of green and low-carbon, but also the requirements of product quality and safety, and also the requirements of information, digital and intelligent upgrading. It is believed that through the policy of the action plan of "trade in the old for the new", manufacturing enterprises will be able to release their own needs for the transformation of production equipment to achieve and implement the major goal of new quality productivity of enterprises.
   General Secretary Xi Jinping comprehensively elaborated the definition of new quality productivity in the eleventh collective learning of the Political Bureau of the CPC Central Committee on solidly promoting high-quality development, He pointed out that "the new quality productivity is an advanced productivity quality that innovation plays a leading role, gets rid of the traditional economic growth mode and productivity development path, has high-tech, efficient, high-quality characteristics, and conforms to the new development concept. It is driven by revolutionary breakthroughs in technology, innovative allocation of production factors, and deep transformation and upgrading of industries. It takes the leap of workers, means of labor, labor objects and their optimized combination as its basic connotation, and the significant increase in total factor productivity as its core symbol. It is characterized by innovation, the key is quality, and its essence is advanced productivity. ". This discussion profoundly points out the basic theoretical issues such as the characteristics, basic connotation, core signs, characteristics, keys and essence of the new quality productivity, which provides a fundamental basis for us to accurately grasp the scientific connotation of the new quality productivity.
   This important statement by General Secretary Xi Jinping has enriched and developed the Marxist theory of productivity and deepened the understanding of the law of productivity development. Mr. Wang Yu, Secretary General of China Productivity Promotion Center Association, once expressed the theoretical formula of the three stages of productivity development (productivity 1.0, productivity 2.0, productivity 3.0) according to the important statement of General Secretary Xi Jinping, as shown in the figure.
   It can be seen from the figure that the new quality productivity requires an overall upgrade of all factors of productivity. Among them, the three elements of productivity, namely labor force, labor tools and labor objects, should be comprehensively optimized to form the new quality productivity of enterprises. The labor force here means the talents needed to adapt to the new quality productivity; The labor tools here are the technical means that are suitable for and needed by the new quality productivity; The object of labor here refers to the physical and digital virtual objects that adapt to the new quality productivity.
   If our garment manufacturing industry wants to create new quality productivity in this action of trade in, it must focus on labor tools, and must trade in the old for the new with technical equipment that is suitable for and required by the new quality productivity. So how do we proceed?
   1) Garment manufacturing industry should have complete consideration and steps to implement trade in
   The implementation of the national trade in policy is a systematic and complex process, which involves many considerations and steps. Therefore, the following suggestions are made:
   ① Manufacturing enterprises need to fully understand the provisions of the trade in policy, including the scope of application, subsidy standards, operating procedures, etc. This helps ensure that enterprises do not deviate from the policy direction in the implementation process, and can also make full use of the preferences and opportunities brought by the policy;
   ② The enterprise needs to set up a special implementation team for the old for new policy, which is responsible for the specific implementation and promotion of the policy. Team members should have rich industry experience and good communication ability, so that they can solve problems efficiently when coordinating with customers, suppliers and other parties;
   ③ According to the policy content and the actual situation of the enterprise, formulate a detailed implementation plan of trade in. This includes determining the recycling standard of old equipment, the supply plan of new equipment, and the process of subsidy application. The scheme shall be operable and flexible to adapt to market changes and policy adjustments;
   ④ Establish a recycling system with the old for new policy as the core to ensure the effective recycling and disposal of old equipment. Enterprises can cooperate with professional recycling agencies to jointly build a recycling network to improve the efficiency and quality of recycling;
   ⑤ For the supply of new equipment, enterprises need to strengthen cooperation with suppliers to ensure the timely supply and quality assurance of new equipment. At the same time, it is also necessary to optimize inventory management to avoid inventory backlog and waste;
   ⑥ The trade in policy may be adjusted with the changes of market conditions and national policies. Enterprises need to pay close attention to the policy dynamics and adjust the implementation plans and strategies in time to adapt to the new market environment.
   2) It is necessary to recognize the advantages brought to the garment manufacturing industry by the exchange of old equipment for new equipment
   The advantages brought to the garment manufacturing industry by the exchange of old equipment for new equipment are mainly reflected in the following aspects:
   ① New equipment usually has a higher level of automation and intelligence, which can significantly improve production efficiency. By reducing manual operations and optimizing production processes, enterprises can complete more production tasks in the same time, thus meeting market demand and improving competitiveness;
   ② New equipment often has a higher energy efficiency ratio, which can reduce energy consumption and operating costs. In addition, the new equipment has a longer service life and lower maintenance costs, which can further reduce the expenditure of enterprises;

   3) It is necessary to identify which equipment in the garment manufacturing industry can be considered to trade in the old for the new
   There are many kinds of machinery and equipment in the garment manufacturing industry that can be considered to trade in the old for the new:
   ① Special equipment for various production lines, such as garment parts production line, garment assembly production line, garment conveying and packaging production line, etc. After long-term use, these equipment may need to be updated due to backward technology, low efficiency or high energy consumption. Trade in can help enterprises improve production efficiency and reduce operating costs;
   ② Automatic cutting machine, sewing machine, template machine, ironing machine, hanging thread, etc. with intelligent functions. These equipment occupy an important position in garment processing. With the continuous progress of artificial intelligence technology, new equipment has higher accuracy, more stable performance and richer functions. By exchanging old for new, enterprises can improve product quality and competitiveness;
   ③ With the development of automation and intelligence, the application of multi arm robots and AGV robots in the garment manufacturing industry is more and more extensive. However, the existing industrial robots can no longer meet the growing needs of enterprises for intelligent production. An intelligent humanoid robot can help enterprises become more intelligent and efficient, and help enterprises improve the level of intelligent automatic production;
   ④ Warehousing and logistics equipment, such as forklifts, conveyor belts, etc. These equipment play an important role in the logistics link, but their intelligence is poor. In addition, their long-term use may lead to performance degradation and increased security risks. Only by exchanging the old for the new can the logistics efficiency and security be improved;
   ⑤ With the continuous improvement of garment product quality standards, enterprises need more intelligent and advanced detection equipment to meet the detection needs. Trade in the old for the new can help enterprises to introduce more advanced AI fabric and clothing detection equipment, so as to improve the quality control level of clothing products.    
   4) There should be some differences between enterprises above the designated size and small and medium-sized enterprises in terms of equipment trade in for new equipment in garment manufacturing industry
   There are 170000 garment manufacturing enterprises in China, of which 13117 are enterprises above the designated size, accounting for nearly 8%, and more than 90% are small and medium-sized enterprises. Since 2016, our large and small manufacturing enterprises have realized the transformation and development of digital and intelligent clothing mainly in accordance with the "Made in China 2025" plan. In 2016, the Garment Intelligent Manufacturing Alliance formulated the goals and key technologies for the intelligent manufacturing stage of the garment manufacturing industry. The goal of the first stage (2016-2019) is to realize the informatization of garment processing process, and the key technology is to realize the automation technology of single machine and unit machine for garment processing; The goal of the second stage is to realize automatic manufacturing of some intelligent functions in 2-3 years; The goal of the third stage is to realize intelligent production line, intelligent workshop or factory for garment processing in 3-5 years. The key technologies are intelligent technology of garment sewing equipment, intelligent robot and humanoid robot technology, intelligent modular workstation and production line technology composed of "human+intelligent robot+intelligent sewing equipment", etc. Now that the goal of the third phase is nearing completion, we have a few or no people's clothing intelligent production line equipment. Our "three clothes (suits, shirts, T-shirts) and two pants (trousers, jeans)" demonstration enterprises and enterprises above the designated size of clothing intelligent manufacturing will apply the old for new policy to update the intelligent equipment of production lines.
   As for China's small, medium-sized and micro garment enterprises, they are facing many challenges, such as lack of funds for automated digital transformation, lack of digital technology and intelligent technology talents, and lack of deep understanding of intelligent transformation, so in this action of trade in, We believe that it is better for small, medium-sized and micro garment enterprises to rent an AI service platform with good integrity and recommend the use of low-cost digital, intelligent and automated sewing equipment.
   5) Cooperate with the upstream sewing equipment manufacturing enterprises in the garment manufacturing industry to establish a "old for new" cycle system
   To promote a new round of large-scale equipment renewal and consumer goods trade in, it is necessary to coordinate production, supply and marketing, upstream and downstream, government, enterprise and people, online and offline, and take comprehensive measures. At present, relevant departments are promoting the breakthrough of possible difficulties.
   What about the old equipment when the new one is replaced? The new round of "old for new" focuses on recycling. The Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Swapping for New pointed out that it is necessary to implement a comprehensive saving strategy, pay close attention to establishing a sound recycling system, promote the remanufacturing of waste equipment, and improve the level of resource recycling. The new equipment of our garment manufacturing industry comes from the upstream sewing equipment manufacturing enterprises. We should strengthen the logistics system and new model of "replacement+recycling" with them to develop together, so as to improve the recycling efficiency of waste equipment and reduce resource waste and environmental pollution.
