　　 At the Economic Sector Group Meeting of the Third Session of the 13th CPPCC Sichuan Provincial Committee, Yi Jiaxiang, a member of the CPPCC Sichuan Provincial Committee and a member of the Party Leadership Group and Deputy Director of the Bureau of Economy and Information Technology of Yibin City, put forward two suggestions.

　　 Recommendation 1: Suggestions on Supporting Yibin City to Build a National Textile Industrial Cluster

　　 The food and light textile industry is one of the six advantageous industries with strong foundation, obvious characteristics and broad prospects in Sichuan Province. According to the requirements of the Notice of the General Office of the People's Government of Sichuan Province on Establishing a Synergy Promotion Mechanism for Key Industrial Chains, we encourage and support Yibin to focus on the development of textile industry, and incorporate it into the provincial synergy promotion mechanism according to the development situation.

　　 Yibin also faces some problems and difficulties in building the textile industry into an advanced manufacturing industry cluster in the province and even a national textile industry cluster: first, the industrial chain is not strong in resilience. The textile industry of our city is mainly concentrated in the upstream of the industrial chain (fiber and spinning), with an annual output of 500000 tons of fiber and 3 million spindles of yarn, but only 1 billion meters of cloth weaving, 100 million meters of printing and dyeing, and 10 million sets of tooling. The upstream and downstream production capacities do not match. Second, innovation drive needs to be improved. At present, colleges and universities in the province have fewer textile related majors, and there is a shortage of textile professionals. There are only 12 technological innovation carriers above the provincial level, which is difficult to fully respond to the development demand of the textile industry for sustainable growth. Third, the industrial undertaking needs to be strengthened.

　　 The printing and dyeing project in Junlian County has not been started due to the impact of land use indicators, environmental capacity and other factors. The continued recruitment of downstream enterprises in Gaoxian County and Pingshan County in the future will also be restricted by land, environmental capacity and other factors.

　　 Suggestion 2: support Yibin to develop the textile industry into a high-quality industry in the province and build a national textile industry cluster.

　　 Implement the project of attracting large enterprises and strengthening enterprises, and build the whole industrial chain of textile industry. Support Yibin to develop the whole industrial chain of textile industry, constantly improve the industrial level, create an ecological circle of the whole industrial chain of textile industry, and drive the coordinated development of the textile industry in the province. Focusing on the short board of the industrial chain, focus on the middle and downstream links of the industrial chain, such as printing and dyeing processing, clothing products, etc., to attract more strength, and promote and promote Yibin to industry leading enterprises and international and domestic top scientific research teams in industrial activities.

　　 We will implement the talent introduction project and promote the improvement of the innovation system. Encourage and support provincial universities to strengthen school enterprise cooperation, promote in-depth integration of production and education, and create more technological innovation platforms. Set up textile industry related majors in combination with the actual situation of the province to provide a steady stream of high-end talents for the textile industry. We will encourage the integration of the provincial textile industry innovation platform, carry out key technology breakthroughs such as green bio Kilocell fiber, and realize the transformation of achievements.

　　 Implement the factor guarantee project, and promote the implementation of textile projects to increase production. Adhere to promoting high-quality development with high-level elements, optimize policies, strengthen supply and promote improvement. Support factor resources such as land, capital and environmental capacity to tilt to key projects of Yibin textile industry, improve factor allocation efficiency and optimize project services. Support the expansion of land use increment space and coverage of construction land indicators in Junlian County Economic Development Zone (Xunsi Functional Zone), and promote the construction of printing and dyeing projects. Support Junlian County to undertake the "offshore entry" of Siliya Group and Huimei Wire Industry Co., Ltd. We will make greater efforts to implement the power retention policy of Xiangjiaba Hydropower Station in Pingshan County, and promote more textile projects to increase production.
